SAMPLE ANSWER:

I was born and raised (to describe that you were born in a certain place and that you grew up there with your parents) in Hanoi and have been here for 27 years. I have watched the city develop (=grow, change) from a small town and grow into a modern metropolitan ( belonging to a large busy city) area in the new era (a period of time marked by distinctive events, character, etc). With the skyrocketing (=increase rapidly and steeply) population of recent years, the city’s environment has become significantly (by a large amount) polluted. As a result, I think environmental laws should be enacted (put a law in place) immediately to solve this problem. First of all, Hanoi’s mayor (an elected head of a city) should consider putting more trash bins out in the streets so that (= in order that) people won’t throw rubbish (trash, garbage waste) anywhere anytime. In addition (=besides), the city police should heavily fine (=punish somebody by paying a sum of money) those who are caught littering (to throw or leave trash on the ground) the streets. By doing so, not only could we save a lot of money on cleaning costs but we could also improve (=upgrade, boost) the surrounding ( all around a particular place or thing) public scenery.
Secondly, the city should run (=organize, operate) a campaign (a planned series of activities intended to obtain a goal) to educate people on how to classify and separate (to divide things into groups) garbage before throwing it out. This is necessary (=essential) because unsorted (not arranged) garbage contributes (help to cause; bring about) to the pollution of underground (beneath the surface of the ground) water and the earth.
In my opinion (=from my standpoint, from my perspective), although these above actions are minor (having little  influence, or effect) they would contribute to diminishing (=decrease, reduce) the impacts (= effect) of pollution in our local area if they were done on a collective (done by people acting as a group) level.
